October 10. 2000
The LaGrange City Council met in session on Monday evening, October 09, 2000 at 7:00 p.m.
with Mayor Harold L. Ludwig presiding and the following Council members present: Lowe,
Rossiter, Sherwood, and Griesbaum. Martin and Wiewel came in 10 minutes after the meeting
started.
""Copies of the minutes from the September 11, 2000 meeting were given to the Council. Mayor
Ludwig asked for additions or corrections. Griesbaum motioned to accept the minutes. Lowe
second the motion. Motion carried all four yes.
""Copies of the minutes from the September 14, 2000 meeting were given to the Council. Mayor
Ludwig asked for additions or corrections. Rossiter motioned to accept the minutes. Sherwood
second the motion. Motion carried all four yes.
"''Copies of the minutes from the October 02, 2000 meeting were given to the Council. Mayor
Ludwig asked for additions or corrections. Lowe motioned to accept the minutes. Rossiter
second the motion. Motion carried alt four yes.
""Copies of the minutes from the September 11,21 & 25, 2000 committee meetings held by
Parks and Cemetery, Finance and Police were given to the Council. Mayor Ludwig asked for
any additions or corrections. Griesbaum motioned to accept all the minutes. Rossiter second the
motion. Motion carried alt six yes.
*A listing of bills were given to the Council. Mayor Ludwig asked if there was any questions or
comments. Questions were asked about the bills owed to Richard Electric, Roberts Garage and
Phillips Tire. City Clerk Spindler stated the bill to Richard Electric was where they did change
overs in the construction area, and lines were left opened and J. Vaughn had trouble getting the
readings from the water tower to the water plant. The bill is going to be sent to CenturyTel. The
bills to Roberts Garage is for two locking gas caps and the deductible from the insurance and the
bills for Phillips Tires was where tires were purchased in June and the City is just now receiving
the bill. Sherwood motioned to pay the bills submitted. Lowe second the motion. Motion
carried all six yes.
'"'Copies of the Treasurer Report were given to the Council. Mayor Ludwig, asked for questions
or comments. Martin asked if all of the transfers were completed. City Clerk Spindler stated
the last approved transfer has not been completed. Spindler stated she had spoken to Northeast
MO Regional and the tax dollars for the chipper/shredder is to be at the City hall by the end of
this week. Wiewel motioned to approved the treasurer report. Griesbaum second the motion.
Motion carried all six yes.
""Visitors: Larry Seckington the Attorney's representing Mark Twain Gaming, spoke to the
Council. Seckington stated the contractors are on schedule and hopefully before to long steel
should be going up, so that they can be enclosed and working through the winter months. They
are going to accept bids of the floating platform and should be awarded within a week. They are
presently working on making arrangements for a training center. They plan on having a job fair
in late November or the first part of December. They look to start hiring around the first of the
year. Seckington stated he had spoken to Grace regarding the Finance Committee meeting and
once the proposal is in final form, he has been given the authority to accept the proposal. Mayor
Ludwig gave Seckington his copy of the working draft. Seckington stated he has spoken to Lt.
Matt Brown and he has agreed to meet with the Police Committee, Mayor Ludwig, Chief Baker,
Attorney Kruse and the Sheriff. Chairman Wiewel set October 18, 2000 at 7:00 p.m. as a
tentative date for the meeting. Seckington stated he will contact Brown and if this time is okay
he will contact City Hall.
City Clerk Spindler asked Seckington if they had a list of jobs that are going to be available.
Seckington stated they are presently working on the list and will fax a copy to the City office.
Martin stated several vendors who deliver where he works has asked about getting in touch with
the Casino. Seckington stated they have asked vendors to send a letter about their company and
what service they provide. Seckington stated they will also be having a vendor fair. At present
all of the real estate transactions are completed.  Sherwood asked if the basin was to be filled
with city water or river water. Seckington stated they can now use city water. He did not know
the amount of water it would take. Having nothing further for the Council, Mayor Ludwig
thanked Mr. Seckington for his time.
*City Attorney Kruse spoke to the Council regarding the changes to the Finance Committee had
discussed. The base rent is increased for $10,000 to $20,000, the agreement is extended nine
additional months to the end of December 2001, the beautification payment is extended, with
credit for City revenues in excess of projected revenues for five years, and An amendment to
allow the dockside barge casino additional rent to be used for public safety or police expense.
Once Seckington has a chance to read over the working draft and final wording is approved the
new agreement will be presented to the Council.
""Committee Reports: Lowe stated on behalf of the Streets, K. Powers stated the price on the
spreader has gone up $250. Discussion was held on if the spreaders was held in stock. Lowe
stated he did not know.  Lowe stated he is also having Powers check into prices of a fuel tank
and basin. Mayor Ludwig stated they had gotten prices before and the cost was well over $2000.
Discussion was also held on checking with MFA. No further action was taken.
*Fire Committee: Fire Chief Heindselman stated he had spoken to the gentleman on the phone
regarding the ISO inspection and according to him there will be a new insurance rating of 7 for
the City. Starting@ immediately they will include the Rural area with a rating@of 8. The new rates
will not go into effect until after the first of the year. Mayor Ludwig asked Heindselman if he
had this in writing, Heindselman stated no only the phone call. Mayor Ludwig stated it will be
up to the insurance companies whether or not the citizens will see lower rates.
Fire Chief Heindselman read off a list of the different types and numbers of calls the Fire Dept.,
has responded to, and these did not include today calls. Heindselman stated they had to
purchase two batteries for #713. The brush truck is in need of tires, because the ones on the
truck are weather cracked. Discussion was held on the type of tires to put on the truck.
Heindselman stated he would like to purchase 4 new tires. Heindselman also asked about
purchasing the air compressor that was approved in the budget. Heindselman stated they are
presently being over come with smoke when starting the trucks. Heindselman stated the Aux.,
would come up with the money for the pipe. Heindselman also asked when is truck #710 going
to be fixed. Sherwood stated according@o Danny Logsdon it was already supposed to be done.
Heindselman stated for the record he was in favor ofDanko fixing the truck. Heindselman
stated he has not heard any things from Wiesemann. Heindselman also asked about the list from
the water dept., regarding the hydrants. Mayor Ludwig stated nothing had been turned into City
hall, but he would see that Heindselman got a list this week. Discussion was on movingthe
older truck into the old fire station. Mayor Ludwig stated he would like to see this also so that
the truck is no longer sitting out.  Lowe asked about the cost of a small dumpster for the fire
dept. City Clerk Spindler stated the cost of the dumpster is $32.12 a month. No action was
taken on the discussion-held,
*Police Committee: Wiewel stated at the Police Committee, Chief Baker had spoken to the
Committee asked about purchasing a PBT (portable breath tester). On each DWI ticket there is
a care of $40 to $60 that the deft., pays for alcohol recoupment. At present there is $700 and the
cost of PBT is around $450. Chief Baker stated he has one of his own and he would like to get
one for each officer. This is used as another field sobriety test, and does not effect the drivers
licenses in any way. Rossiter motioned to allow Chief Baker to purchase the PBT. Lowe second
the motion. Motion carried with five yes and Martin opposing.
No further reports were received.
UNFINISHED BUSINESS: Mayor Ludwig asked if anyone had heard anything from the
Chamber regarding the National Audubon Society that is coming to LaGrange. The Council all
stated they had not heard anything. Mayor Ludwig stated he will try and make it to their next
meeting and see what they are planning.
Mayor Ludwig asked if there was any other unfinished business. No comments were received.
NEW BUSINESS: Mayor Ludwig stated a request was made by Pat Livingston to have the side
street next to her business closed. Rossiter stated Livingston was planning an event for kids on
Sunday, October 29, 2000 with the Police and Fire Dept, several other business have donated
items for her to give out. Rossiter stated the street would need to be closed from 1:00 p.m. to
6:00 p.m. Rossiter stated the event was scheduled from 2 to 5 and the extra time would be to set
up and to clean up. Lowe motioned to allow the closing of the street. Martin second the motion.
Motion carried all six yes.
*Mayor Ludwig stated the City has received a request by Jim Leeser about installing another
street line on main. According to several Council members to the north and south of the
residence there are street lights on each comer. Lowe stated Lesser was concerned about his
neighbors. Mayor Ludwig asked for a motion. For lack of a motion the matter died.
*Mayor Ludwig_stated a motion was needed to make amendments to the water ordinance. The
cost of meters have gone up and the present connection fee does not cover the cost of meters.
Griesbaum motioned to have the amendments made to the existing ordinance. Martin second
the motion. Motion carried all six yes.
*Lowe motioned to go into closed session for discussion of personal. Martin second the motion.
Motion carried all six yes.
*Lowe motioned to go back into open session. Griesbaum second the motion. Motion carried
all six yes.
*Lowe motioned to have Sam Green be instated as a full time employee starting with the 2000 -
2001 City fiscal year and he would be entitled to 2 weeks vacation. Rossiter second the motion.
Motion carried with the following roll call vote: Griesbaum YES, Wiewel YES, Martin YES,
Sherwood YES, Rossiter YES and Lowe YES.
Having no further business before the Council. Griesbaum motioned to adjourn the meeting.
Wiewel second the motion. Motion carried all six yes.
