April 20, 2000 SPECIAL SESSION COUNCIL MEETING

The City Council met in special session on Wednesday evening, April 19, 2000 at 7:00 p.m. with Mayor Harold L. Ludwig presiding and the following Council members present: Lowe, Sherwood, Ayers, Martin, Wiewel and Burbridge. Mayor Ludwig called the meeting to order and the first item on the agenda was the City election results. A statement was prepared for the Council by the City Clerk. Ayers motioned to accept the statement with the Election results as submitted. Sherwood second the motion. Motion carried with the following roll call: Lowe YES, Sherwood YES, Ayers YES, Martin YES, Wiewel YES and Burbridge YES. Mayor Ludwig called for a motion to approve payment of the Election judges and rent on the Local #143 building. Martin motioned to approve the payments. Lowe second the motion. Motion carried with five yes and Sherwood abstained. Mayor Ludwig stated the next item on the agenda is open discussion on the 2000-2001 City proposed budget. Mayor Ludwig turned the floor over to Chairman Martin. Martin stated as shown on the introduction page new line items have been added to the General Fund to show incomes. Also discussed was loss of franchise fees and having to use more money from investments to balance the budget.

The money if used from investments will be replaced as soon as possible. Martin stated several projects had to be scraped due to not having enough funds in the departments. Purchasing a radio and building for the police dept., cutting back on the amount of money for rocks/sand/gravel/premix, and purchase of oil due to the increase in gas prices. Martin stated also for the first time since he has been working on the budget, the committee will be using money from the Fire Equipment investment to help purchase the requested equipment. Martin stated the City, always placed money received from the Rural Board directly into the investments, this left the General fund withstanding the full cost of the Fire dept. Fire Chief Heindselman stated he thought this fund was for purchasing a truck and major equipment.

Martin staled the money to be used will be for the purchase of equipment. City Clerk Spindler stated the budget they have before them is not in final form. The beginning balance and other items could possible change at the close of the City fiscal year. Martin stated this is right, because there are other franchise fees to come in and hopefully, this will help lower the use of money from investments to balance the budget. Mayor Ludwig asked if there was any further discussion on the proposed budget. No further discussion was held. Mayor Ludwig asked the Council if they wanted to hold discussion on a request of trading City property for real estate owned by Ron Neer. Sherwood stated Neer had spoken to him, regarding this property and he had forgot to bring it up at the last Council meeting. According to Neer, the property behind City Hall once he has it cleaned up and cleared off, will be ideal for the City and he would like to trade this property for the property where the existing Fire Station is now. Neer plans on making this into a car wash arid small laundry mat. Sherwood stated getting one lot out of the flood area verse a lot and a half in the flood area does not sound like a bad trade to him. Mayor Ludwig stated the City has received several inquiries regarding this property, and the Council flight consider placing it up for bids or sale if this is the direction they would like to go with,

Mayor Ludwig asked if there were any further suggestion. Lowe stated lie would like to see the building torn down and make he area into a park, and build up the area where the mineral well, Mayor Ludwig stated he was not in favor of this since the City would be out possible revenue for taxes, verses adding future expenses of having to maintain this area. Lowe stated it was a suggestion. Sherwood asked if the building was in had shape. Fire Chief  Heindselman stated the south east corner of the building is moving and the drains remain clogged. Ed Ensor stated he feel the property has more value, then the property being offered for trade is. Ayers asked about waiting for the new Council regarding this matter before taking any action. Martin stated he did not see where the Council had to make any decision tonight regarding this matter only to hear discussion.. Wiewel motion to table this matter until a later date. Lowe second the motion. Motion, carried all six yes, Sherwood stated Ensor had told him of the delivery date of the new buildings and he had asked him to be here to night to discuss, purchasing material for the buildings. Discussion was held regarding electric, heating, and wiring. Sherwood motion to allow Ensor to purchase the electrical boxes, panel and needed material to get service to both building. Martin second the motion. Motion carried all six yes. Discussion was held on where the gas meters would be located. On the fire station the meter needs to be set in the south west corner and on the maintenance building the meter needs to be set in the north west corner. Ensor stated he would contact United Cities Gas. Having no further business before the Council. Lowe made the motion to adjourn. Sherwood second the motion. Motion carried all six yes.
