The Council met in special session on Monday evening, April 2,2001 at 7:00 p.m., with Mayor Harold L. Ludwig presiding and the following Council members present: Lowe, Martin, Sherwood, Rossiter, and Wiewel. Griesbaum was absent from the meeting. Also present at the meeting Russ Kruse City Attorney, Chief Baker, Lany Seckington, Jeff Bliss and Kevin Prestin from Mark Twain Gaming and Ken Schuetz from Farmers and Merchants bank. Mayor Ludwig called the meeting to order. Mayor Ludwig stated he had spoken to Bill Grace in Jefferson City on Thursday March 29,2001 about the $200,000.00 dockside advance payment. Mayor Ludwig stated Grace had accepted the new revised proposal regarding the advance payment, that he had spoken to each Council member about Martin motioned to accept the revised proposal regarding advance payment of $200,00.00 and have Mayor Ludwig sign the proposal. Lowe second the motion. Motion carried with the following roll call vote. Lowe yes, Martin yes, Wiewel yes, Sherwood yes, Rossiter yes. Seckington stated he will get in touch with the gaming commission to let them know we came to an agreement and hopes this will satisfy them with the coverage. Seckington stated he did some research in St Joe and found that the Sheriffs department only had to respond to the boat 2 times since the casino has been there. City Attorney Kruse stated he will get a masters agreement together. Seckington introduced Kevin Prestin who is the General Manager for the Casino. Prestin stated the Casino is coming along and they are shooting for a June 12,2001 opening. Rossiter asked if the Casino will be doing there banking at Farmers and Merchants Bank. Seckington stated yes and they are still working on the details of transferring money. Schuetz stated they will have two ATM machines in the casino. Sherwood asked if they are going to have camera's in the parking lot Seckington stated yes there will be camera's in the parking lot Having nothing further from the visitors Mayor Ludwig and Council thank them for coming.
Lowe motioned to go into closed session for police officers interviews. Wiewel second the motion. Motion carried all 5 yes. Lowe motioned to go back into open session. Martin second motion. Motion carried all 5 yes. Rossiter motioned to allow Asst. City Clerk to work 40 hrs a week. Lowe second the motion. Motion carried all five yes. Wiewel motioned to move Jessica Lewis into the full time dispatcher position. Lowe second the motion. Motion carried 4 yes with Rossiter abstaining. Wiewel motioned to hire Todd Arp has the full time police officer. Sherwood second the motion. Motion carried all 5 yes. Wiewel motioned to hire Brad Hubbard has a part time police officer but not to use him very much at this time until the casino opens. Martin second the motion. Motion carried 4 yes with Rossiter opposed. Rossiter stated he feels we need to hire full time police officers and not part time. Chief Baker approached the Council with prices for new police vehicles. One price was received from Dennis Phillips at Gem City Fords in Quincy for two silver cars of $22,100.00 each and a state bid from Joe Machen Ford in Columbia for $20,018.00. Rossiter asked Chief Baker if he plans on trading cars and driving one of the new ones. Chief Baker stated he didn't know. Rossiter stated he can't see purchasing a new car so it can just sit down at City Hall all the time. Chief Baker stated he doesn't plan on this to happen, he plans to rotate the cars. Mayor Ludwig stated it would be a good idea to sell the white car, but keep the blue car for City Employees to use for training. Martin motioned to purchase two new vehicles on the state bid. Lowe second the motion. Motion carried all five yes. Wiewel motioned to purchase one used car. Lowe second the motion. Motion carried all five yes. Wiewel motioned to buy equipment needed.
