February 13,2001 The City Council met in session on Monday evening, February 12, 2001 at 7:00 p-m. with Mayor Harold l Ludwig presiding and the following Council members present: Lowe, Martin, Griesbaum, Rossiter, Sherwood and Wiewel. *Copies of the minutes from the January 08, 2001 meeting were given to the Council. Mayor Ludwig asked for additions or corrections. Martin motioned to accept the minutes. Lowe second the motion. Motion carried all six yes. *Copies of the minutes from the January 17, 2001 meeting were given to the Council. Mayor Ludwig asked for additions or corrections. Griesbaum motioned to accept the minutes. Martin second the motion. Motion carried all six yes.

@Copies of minutes from the Special Committee for a City Administrator and Police Committee meetings were given to the Council for their review. Griesbaum stated for the record, at the 02/06/01 committee meeting he had prepared a sample or working ordinance for the City Administrator. This ordinance was to be used to add, delete and make changes. It was not presented to the Committee for approval in the form submitted.
*A listing of bills were given to the Council. Mayor Ludwig asked for any questions or comments Griesbaum motioned to pay the bills. Martin second the motion. Motion carried all six yes.
"@Copies of the Treasurer Report were given to the Council. Mayor Ludwig asked for questions or comments. Sherwood asked about the water loss, and when would Westrum be coming back to the City. Martin and Wiewel both stated in the Spring. Martin motioned to approve the treasurer report. Lowe second the motion. Motion carried all six yes.
* Visitors: Jeff Bliss and Larry Seckington from Mark Twain Casino were present. Seckington spoke to the Council, stating the Gaming Commission Staff were in town to day and did a walk through of the Casino. Seckington stated at their job fair they had over 700 applicants. They are going to be holding another job fair around the first of April. They hope to have a General Manager hired by the first of next week and wilt be making the announcement. Seckington slated they were bringing gaming table into the training center today and they hope to start training by the first of March. Seckington stated according to the construction foremen, they were back on schedule. Seckington stated Grace had announced if work continues they will be opened in the month of June. An invitation was given to the Council to come down and look around the Casino. Seckington stated it is really starting to take shape.
*Visitor: Glenn Predmore, had submitted a proposal for a web site design and hosting for the City of Lagrange. The proposal included, domain registration, up to a 10 page web site with pictures and feedback form, web page traffic statistics, submission to major search engines, 5 POP e-mail accounts, and monthly updates. The cost of the package is S250 which included setup and first three months free. Rossiter asked what name could be used since a man here in LaGrange already has several tied up. Predmore stated he thought the City would be able to get the name LaGrange, Mo Org. Rossiter stated the man has and uses several different versions of LaGrange. Predmore asked if the Casino had a web site. Seckington stated no Rossiter stated this man also list Mark Twain Casino on his site. Lowe stated he would like to see more of the truth printed then what is being posted now. Wiewel asked how long would this take. Predmore staled it could be up and running within 30 days. Predmore stated the hardest thing is to decide what you want on the page. Rossiter stated he has contacted several Cities by using the internet and their web pages has a lot on information about the City, church's and maps. Wiewel stated he felt this was something the Council should pursue. Lowe asked if Predmore would be able to come over and sit down with the clerks and get the needed information. Predmore stated he would. Predmore stated he would also check into the names. Wiewel asked how the service would be used. Predmore stated it would be programmed on his server and the City Clerk would have to contact him to do changes. Lowe stated he would tike to see this pursued also. Wiewel motioned to proceed with the web site and have Mayor Ludwig appoint a committee to work with Predmore. Lowe second the motion. Motion carried all six yes. Mayor Ludwig stated he would like to appoint Rossiter, Griesbaum and Wiewel to this committee. Predmore stated he would be calling at the end of this week for ideas. '"Committee Report: Wiewel slated the Police committee had met and held three interviews for the position of one full time officer. Wiewel stated of the three interviews the committee was recommending hiring Larry Penn. Wiewel motioned to hire Larry Penn for the full time position. Rossiter asked if a car was discussed. Wiewel stated yes and there would not be a car provided. Lowe second the motion. Motion carried by the following roll call vote: Griesbaum YES, Wiewel YES, Martin YES, Sherwood YES, Rossiter YES and Lowe YES.
Wiewel stated discussion was also held about the Police Dept., getting MULE and needing 24 hour dispatching before the Casino is up and running. Wiewel stated from the interview held earlier for dispatcher, he would motion to hire Stephanie McKim as the daytime clerk and dispatcher. Rossiter asked if she lived in Canton. Wiewel stated yes for now. Martin second the motion. Motion carried with following roll call vote: Lowe YES, Rossiter NO - the Council needs to hire people from LaGrange, Sherwood YES, Martin YES, Wiewel YES and Griesbaum YES
*Fire Chief Heindselman asked for a Fire Committee meeting. Heindselman stated himself, Henry Gunsauls, Theresa Gunsauls and his wife would be going to Caruthersville to check out their fire service. Heindselman stated the Gaming Commission and Fire Marshall highly recommend that someone should go. Heindselman stated he wa5 asking if the Council would pay for gas and hotel bills. Martin stated he did not feel with them going to Caruthersville they would get a very good comparison. Heindselman stated this was the closest. Sherwood motioned to pay for the gas and motel rooms for one night Lowe second the motion. Motion carried with four yes, Martin NO and Rossiter abstaining. Sherwood stated a fire committee meeting will be held February 21, 2001 at 7:00 p.m. Heindselman stated the new truck will now be first out on any fire. They are still waiting for one part.

Ordinance #404 - An ordinance amending the Fire Department Ordinances of the City of LaGrange. Mayor Ludwig stated this was amended to help clarify the number of firemen and payment. Martin motioned for the first reading of proposed ordinance #404. Wiewel second the motion Motion carried all six yes. Wiewel motioned for the second reading of proposed ordinance #404 Lowe second the motion. Motion carried all six yes. Lowe motioned for the third reading of proposed ordinance #404. Rossiter second the motion. Motion carried all six yes. Sherwood motioned to adopt ordinance #404. Martin second the motion. Motion carried with the following roll call vote. Griesbaum YES, Wiewel YES, Martin YES, Sherwood YES, Rossiter YES and Lowe YES.
Mayor Ludwig stated the next item is the cost of a steel or concrete basin fuel tank. Mayor Ludwig stated for a 6' x 10' basin the cost of steel one is S325 and the cost for concrete is $465.
Discussion was held on the concrete basin having a drain. Martin stated the steel tank would last for a while and then have to be replaced, but his concern was if the concrete basin had a drain for leaks or rain. Discussion on the concrete basin being a part of or a section of a septic tank.
Rossiter motioned lo go with a concrete basin if it has a drain. Martin second the motion, Motion carried all six yes. Mayor Ludwig asked for any other unfinished business. No further unfinished business was heard. NEW BUSINESS: Mayor Ludwig stated the City received two bids for the 2001-2002 mowing season. The first bid opened from Lynn's Lawn. For the three cemetery's a cost of $440 per mowing and for the other 9 locations a cost of $140 per mowing for a total of $580. Dickerson Lawn Care was the next bid opened. For [lie three cemetery's a cost of $360 per mowing and for the other 9 locations a cost of $ 155 per mowing for a total of S515. Rossiter motioned to stay with Dickerson Lawn Care. Griesbaum second the motion. Motion carried all six yes. '"Training for the Municipal Clerk and Chief Baker - This training is present by the State Court Administrator on DWI, impact on the Communities held in April 26 & 27 at Tan-Tar-A Resort.
Rossiter asked who this training was for. Mayor Ludwig stated the City Clerk and Chief Baker. Martin stated this is more for her duties as the Court Clerk. Mayor Ludwig stated yes. Lowe motioned to allow the two to attend. Sherwood second the motion. Motion carried all six yes.
*Mayor Ludwig stated the City has received two Resolutions to appoint form the NEMO Solid Waste Management. Mayor Ludwig read the first Resolution to Appoint a Representative to the Council. Mayor Ludwig stated he would like to appoint Rossiter to this position. Griesbaum motion to accept the Resolution with Rossiter being named. Wiewel second the motion. Motion carried with the following roll call vote. Lowe YES, Rossiter YES, Sherwood YES, Martin YES, Wiewel YES and Griesbaum YES.
Mayor Ludwig read the Resolution to Appoint an Alternate Representative to the Council. Mayor Ludwig stated he would tike to appoint Griesbaum to this position. Rossiter motioned to accept the Resolution to Appoint an Alternate Representative with Griesbaum being named.
Lowe second the motion. Motion carried with the following roll call vote. Lowe YES, Rossiter YES, Sherwood YES, Martin YES, Wiewel YES and Griesbaum NO.
*Mayor Ludwig read a letter from the City Attorney regarding a request from Mark Twain Casino Counsel to combine all agreements with Mark Twain into one document. Martin made the motion to combine the documents. Griesbaum second the motion. Motion carried all six yes.
*Mike Klinger spoke to the Council stating DNR thought the first steps taken by the City were great regarding the sewer plant. Klinger discussed other items discussed at the special meeting held with DNR and their concerns. Klinger presented a resolution to the Council making them engineers on records. Martin asked if the City would be billed monthly or as used or a retainer fee. Klingner stated as used; once they would gel started on a project a budget would be prepared and given to the Council for their approval. Martin motioned to accept the resolution stating Klingner and Associates as Engineers of records. Griesbaum second the motion. Motion carried will the following roll call vote. Lowe YES, Rossiter YES. Sherwood YES. Martin YES, Wiewel YES, and Griesbaum YES.
*Mayor Ludwig spoke to the Council regarding the raising cost of United Cities Gas. According to Mayor Ludwig on a $200 gas bill the franchise fee to the City is a little over $10. Mayor Ludwig stated he had be in contact with United Cities Gas and he would like to see the City ask United Cities Gas to take the franchise fee off the City' bills until May. Discussion was held on whether or not this would include industrial or just residential. Mayor Ludwig stated he would have to check into this. Rossiter motioned to send a letter, removing the franchise fee until May 2001. Griesbaum second the motion. Motion carried with the following roll call vote. Griesbaum Yes, Wiewel Yes, Martin Yes. Sherwood YES, Rossiter YES and Lowe YES.
*Wiewel stated at the Police Committee there was discussion held on purchasing radios off of e-bay. The committee decided to wait and see what the cost of the radio went for and to contact the seller and see if the City could purchase direct. The cost of the radio went for $480. Officer
Roscher had contact the seller and he had five radios left and he would sell them to the City for $325 each. Chief Baker stated these radios purchased new with out the sirens cost $2000. These radios are 110 watt and they have sirens. These radio's arc field programmable and can hold up to 128 channels. Chief Baker stated GEM Electronic would charge $50 a piece for programming the radios. Lowe motioned to purchase the radios. Wiewel second the motion. Motion carried all six yes.
*Wiewel staled Chief Baker had gotten the cost for MULL'S and the start up cost would be $1099 and $330 monthly. All dispatcher or anyone going to be working on the system will have to gel training. Chief Baker stated there is no cost for the training. The software offered will work with the present computer system. The system could be up and running within 60 days. Martin motioned to proceed with getting Mule's. Lowe second the motion. Motion carried with five yes and Rossiter opposed.
*Lowe slated he had received a flyer from the Street Superintendent for a dirt squeeqee to go over the teeth of the backhoe blade to help clean out the ditches and make a smoother cut. This will also allow cleaning of the ditches and not letting the dirt wash away and fill tube. Lowe motioned to make the purchase at $210. Rossiter second the motion. Motion carried with five yes and Martin opposing.
*Rossiter stated he had received a complaint from Delbert Murphy about water run off. Mayor Ludwig stated he had spoken to Murphy about this, and at the time it was to wet for the City employees to do any justice without making a bigger mess.
Having no further business on the agenda and nothing from the floor, Griesbaum motioned to go into closed session regarding personnel and legal matter Martin second the motion. Motion carried all six yes. Griesbaum motioned to go back into open session. Lowe and Martin second the motion. Motion carried all six yes.
