March 01, 2000 The City Council met in special session Tuesday, evening February 29,2000 at 7:00 p.m. with Mayor Harold L. Ludwig presiding and the following Council persons present: Lowe, Sherwood, Burbridge, Ayers, Martin and Wiewel. 

Mayor Ludwig stated this meeting was called to present a proposed resolution, for the Council to consider passing and to open bids for electrical, interior work, concrete bids, and overhead doors for the maintenance building and LaGrange Community Fire Station. 

Mayor Ludwig read the Resolution to approve and ratify the City's Sale of Land to Mark Twain Casino, LLC. This resolution will help resolve a previously approved transfer of real estate. The real estate description, which referred to the City's 1943 map needed to be in more detail. The City and the Casino have agreed to use a more detailed description. The new description is as follows: Tract 1: All of Lots One (1), Two (2), Three (3), Four (4), Five (S), Eight (8), Nine (9), and Ten (10) in Block Four (4) of Waltman and Louthan's Addition to the Town, now City of LaGrange, Lewis County, Missouri. Tract 2: All that part of Section Thirty-One (31), Township Sixty-One (61) North, Range Five (5) West, unplatted and lying One Hundred (100) feet South of the North line of Knox Street extended East, and North of the North line of Lot Fourteen (14) in Block Twenty-Two (22) in Marlow's Addition to the Town, now City of LaGrange, Lewis County, Missouri, extended East, and bounded on the West by Missouri Route B, also referred to as Main Street, and bounded on the East by the Mississippi River, EXCEPT for all of Lot Fifteen (15) and fractional Lot Sixteen (16) in Block Twenty-Two (22) in Marlow's Addition to the Town, now City of LaGrange, Lewis County, Missouri, all subject to the right of way of the CB & Q Railroad, its successors and assigns, all in Lewis County, Missouri. 

Ayers asked if new papers would have to be drawn up. Mayor Ludwig stated no, only the Resolution if the Council agrees to pass it. 

Ayers asked how close will this run to the Waste disposal plant. Mayor Ludwig, Sherwood and Wiewel all stated 100'. Ayers stated then this is basically the same ground as formally approved only different wording. Mayor Ludwig stated yes. Martin stated if there is no further discussion on this matter, he moved to adopted this Resolution. Sherwood second the motion. Motion carried with the following roll call vote: Lowe YES, Ayers YES, Sherwood YES, Martin YES, Wiewel YES and Burbridge YES. 

Mayor Ludwig stated the next item on the agenda were bids. Mayor Ludwig opened bids received for the heating and air conditioning for the maintenance building and fire station. 

*KMC Heat & Air Conditioning, Inc. (Maintenance Building) Furnish & Install the following as dictated in the heating specifications: One (1)115,000 BTU Hanging furnace for shop bay, Two (2) electric base board heaters with separate stats for office are, Two (2t)feet board heater with stat for bathroom area. We propose hereby to furnish material and labor - complete in accordance with these specifications for the sum of $1,907. 

*KMC Heat & Air Conditioning, Inc. (Fire Station) Furnish & Install the following as dictated in the Heating & Air Conditioning Specifications: Two (2)115,000 BTU Hanging furnaces for bay area, One (1) Eighty (80) plus 75,000 BTU furnace with 2 1/2 ton, 10 SEER Air Condition unit for classroom, office, and bathroom areas, Approximately Fifty-Five (55') feet of duct work, Associated registers, fittings, pipe, etc and Alternate: for Ninety (90) plus 60,000 BTU furnace with 2.5 ton, 10 SEER Air Condition- Add $527.00 to BASE BID. We propose hereby to furnish material and labor - complete in accordance with these specifications, for the sum of $6,731 or $7,258. 

*Porkey's Repair. (Maintenance Building) Materials, labor to install One (1)115,000 BTU hanging furnace for shop. Two (2)- Four (4') feet electric base board heaters with stats for -offices, One (1)-Two (2') feet base board heater with stat for bathroom. Also included necessary fittings, pipe, etc to connect to roughed in electrical and gas lines up to 10 feet. Warranty: For Unit Heater is Two (2) years and labor Ten (10) years on heat exchanger. Electric base board heaters is two (2) years parts and labor. Cost of $2,729.45 

*Porkey's Repair. (Fire Station). Materials, labor to install Two (2)115,000 BTU hanging furnace in bay area, One (1) 80% 75,000 BTU furnace with 2.5 tone 10 SEER air condition unit duct work and registers for classroom, office, and bathroom. Also includes necessary fittings, pipe, etc., to connect to roughed in electrical and gas lines up to Ten (10') feet. Additional: For a ninety (90) plus furnace warrant is five (5) years parts and labor lifetime on heat exchanger. Warranty: For Air conditioning unit is five (5) years parts and labor five (5) years compressor. 80%fii~ace is five (5) years parts and labor fifteen (15) years heat exchanger. Unit heaters is two (2) years parts and labor ten (10) years heat exchanger. Cost of $5,972.55 or $6,425.55. 

*Campen Heating & Air Conditioning. (Fire Station). Two (2)115,000 BTU hanging furnaces installed - complete $2,200.00, One (1)60,000 BTU 90%, Bryant gas furnace with Two and a half (2/1/2) ton 10 SEER air condition -Installed horizontally above office and bathroom area with Fifty-Five (55') feet of duct work and a minimum of Six (6) registers $4,920.00 or One (1) 70,000 BTU 80% gas furnace (Bryant) with Two and a half (21/2) ton air condition and criteria met above $4,150. 

*Campen (Maintenance building). One (1)115,000 BTU hanging heater, Two (2) Four (4') foot electric baseboard heaters with Two (2) thermostats - 220 volt, One (1) Two (2') foot baseboard heater with thermostat for bathroom -220 volt, complete $1,650.00. 

Wiewel motioned to accept Campen Heating and Air Conditioning bid of $1,650 to installed the heaters in the maintenance building. Ayers second the motion. Motion carried all six yes. Ayers motioned to accept Porkey's Repair bid of $6,425.55 for the heaters for the fire station. Burbridge second the motion. Motion carried all six yes. 

*Mayor Ludwig opened the bids received for overhead doors: 

*Hannibal Overhead Door, Inc. (Both buildings). Ten (10)12' x 13' 9" Model 3214 insulated, ribbed steel overhead doors ~ $1,261 per door total $12,610, Five (5)14' Heavy continuous duty commercial operator model HT3 1 @ 455 per door total of $2,275, Five (5) Genie Intellicode One (1) button transmitter @ $25 each total of$125, Five (5) Genie Intellicode external receiver @ $55 each total of $275, Five (5) inside slide lock no charge price includes material and labor. Fifty (50%) percent down at order. Total bid received $15,285.00 

*Overhead Door Company of Quincy, Inc,. (Both buildings). Ten (10) 12'2" x 13'9" 593 series insulated steel overhead doors. Doors are laminated with injected polyurethane insulation, Five (5) model SEL electric openers, with One (1) open-close-stop wall button per door, One (1) remote control with outside antenna, per door. Installed per specifications, no exception taken, includes prevailing wage, no tax. Total bid received $15,167.00. 

Martin motioned to accept the bid of $15,167 from Overhead Door Company of Quincy. Burbridge second the motion. Motion carried all six yes. 

*Mayor Ludwig opened the bids received for concrete; 

*Bleigh Ready Mix Company - 350+ cubic yards, 4000 P.S.I. concrete, 6.00 bag mix per cubic yard of $58, other conditions of other mix prices will vary at the rate of $4.00 per bag of cement per cubic yard, heating per cubic yard - add $2.00 per cubic yard, calcium per cubic yard - add $1.20 per cubic yard, retarder per cubic yard - add $2.00 per cubic yard, Saturday delivery per cubic yard - add $1.60 per cubic yard, subject to demurrage charges if applicable, subject to small loads if under 3-1/2 year orders, and prices are firm through December 31, 2000. 

*Ideal Ready Mix Company, Inc -400 cubic yards, 4000# concrete @ $56 per cubic yard, Fiber mesh ~ $5.00 per cubic yard, additional charges per cubic yard: Accelerator (per percent) -$1.75, Saturday delivery or delivery scheduled after 5:00 p.m. - $2.00, NO Sunday delivery, water - $4.00, Retarder - $4.00, other charges - piece load (under 3 cubic yards) unless to finish a pour - $15.00, hold-up time (after one hour to unload a full load) - $50.00 per hour. Sherwood motioned to accept Ideals bid of $58 plus $5 for fiber. Wiewel second the motion. Motion carried all six.


*Mayor Ludwig opened the bid received for the Fire Station and Maintenance building. 

The total bid submitted for both buildings regarding electrical work was $20,413.69 from Heindselman Electric. Mayor Ludwig stated for lack of a motion or a second the bid is rejected.


*Mayor Ludwig opened the bid received for the interior work on both buildings from Ensor Construction. Total bid per spec's $20,053.00. Martin motioned to table the bid received. Ayers second the motion. Motion carried all six yes.


Having no further business before the Council. Sherwood motioned to adjourn. Martin second the motion. Motion carried all six yes.
