The City Council met in special session on Monday, evening March06, 2000 at 7:00 p.m., with Mayor Harold L. Ludwig presiding and the following Council members present. Lowe, Martin, Sherwood, Wiewel, Ayers and Burbridge.
Mayor Ludwig stated the reason for this meeting was to discuss the completion of both the Maintenance Building and Fire Station. Mayor Ludwig stated the City Clerk has provided the Council with expenses to date and Council approve expenditures.
Also included in this information is future revenues for this project.
Ayers asked the City Clerk about the money going to be received for the sale of the maintenance building. This money was not included into the future revenues. City Clerk stated those figures will be added. The expenses to date $58,580.68 and Council approved future expenses are $115,640.88. Revenues and future revenues for this budget year are $193,316.86 leaving a balance of$19,095.30.
Ayers asked about the fiber being used in the concrete. Ayers stated he had spoke to a couple of individual whom work with concrete and they felt it was not needed. Further discussion was held. Sherwood motioned to amend his original motion, made on February 29, 2000. Sherwood asked that his motion be to accept Ideal Ready Mix bid of $56 per cubic yard of concrete with out the fiber. Ayers second the motion. Motion carried with five yes and Lowe opposed. Ayers motioned to take a ten minute recess, to allow the City Clerk to make copies. Martin second the motion. Motion carried all six yes. Lowe motioned to go back into open session.
Sherwood second the motion~ Motion carried all six yes.Ayers asked about the different cost present earlier to the Council verse what has been spent.
Mayor Ludwig stated the cost presented earlier were estimated cost and not bid cost. Mayor
Ludwig stated when this project was first started there would probably not been enough money to cover and complete both buildings. The City still has to let out for bids on the electric and interior work and other items not mentioned. Discussion was held on eliminating different areas in both building, and just getting them workable. Ensor asked the Council if they would hold off on eliminating anything until he has time to set down and break down the remaining bids on each building.
Mayor Ludwig stated he feels the Council and himself are going to end up with egg on their faces for not having the money to complete both projects, since the City had originally set out with building a maintenance building and there being enough money to cover this project, and now with including the Fire station without first completing one building.
Martin and Ayers both stated the disagree. Martin stated he felt that the Council had done a good job in getting both buildings going. Lowe stated with building both facilities the City will be far better off, then what the City has now.
A verbal discussion was held by Henry Gunsauls regarding his feelings over the Fire Department and Mayor Ludwig actions. Gunsauls stated this is only his opinion that the Mayor has a problem and he should get over it.
Discussion was held on out door lighting needed around the Fire Station and Maintenance building. Sherwood asked the City Clerk to get in contact with Annette Sweet and see if there are any grants available. City Clerk Spindler stated Sweet will be at the next scheduled meeting. Wiewel asked Spindler to have Sweet have the information available for the Council. Martin motioned to table further discussion or decision making regarding the Maintenance Building and Fire Station, until the Council has had a working session regarding the electric and interior work needed and more information is gathered. Sherwood second the motion. Motion carried all six yes.
Having no further business before the Council. Ayers motioned to adjourn. Sherwood second the motion. Motion carried all six yes.
