The Council met in special session on Monday evening, March 26,2001 at 7:00 p.m., with Mayor Harold L. Ludwig presiding and the following Council members present: Lowe, Martin, Sherwood, Rossiter and Griesbaum. Wiewel arrived at 7:10 p.m.
Mayor Ludwig called the meeting to order. Mayor Ludwig stated himself and Chief Baker had a meeting with Dennis Phillips regarding a lease purchase agreement Chief Baker stated Phillips had already requested two cars. Mayor Ludwig stated he had told Phillips, he would have to talk to the Council before any decisions could be made. Mayor Ludwig stated Chief Baker can purchase a used 1999 police car from the Missouri Highway Patrol for $14,000 and the equipment could cost around $3000. Rossiter asked Mayor Ludwig if the City had heard anything regarding the $200,000. Mayor Ludwig stated no. Mayor Ludwig stated according to the Newspaper article the City had received the $200,000 and he will notify them they are wrong. Mayor Ludwig stated he did not give an interview for the Newspaper. Mayor Ludwig stated it is up to the Council whether or not they wanted to go with the lease purchase agreement with Phillips. Rossiter stated he felt the Council should wait until we hear something regarding the $200.000. Martin motioned to purchase the used police car from the Missouri Highway Patrol for $14,000 and to purchase the needed equipment not to exceed $3,000. Lowe second the motion. Motion carried all six yes. Mayor Ludwig stated the Missouri Gaming Commission is holding a meeting in St Joseph, on 03/29/01. According to the newspaper article. Sheriff Parrish would be attending this meeting. Mayor Ludwig stated he would like Council permission to attend this meeting. Martin motion to have Mayor Ludwig and Chief Baker both attend this meeting on behalf of the City. Sherwood second the motion. Motion carried all six yes. Discussion was held on using Brad Hubbard as a part time officer, and hiring Arp as a full time officer. Martin stated he thought the full Council was going to meet with Arp before any decision were made. Martin motioned to have a Council meeting on April 02,2001 for discussion of hiring police officers, dispatchers and operations of the Police Dept The Council will interview Arp, immediately following the close of the Special Council meeting the finance committee will meet Having nothing further before the Council, Martin motioned to adjourn. Lowe and Griesbaum second the motion. Motion carried all six yes.
