March 21, 2000 Council Meeting Special Session

The City Council met in special session Monday evening, March 20, 2000 at 7:00 p.m. with Mayor Harold L, Ludwig presiding and the following Council present: Lowe, Sherwood, Burbridge, Ayers, Martin and Wiewel. Also present at this meeting was Ed Ensor, Greg Heindselman, Jim Ellison, Henry Gunsauls, Monte Tanner, and Mark Tanner. Mayor Ludwig stated the reason for this meeting was to decide where the furnace and the hot water heater should be placed and any other decisions that need to be made for the new maintenance building and Fire Station. Mayor Ludwig stated he had talked to Ed Ensor earlier today about the hot water heater and furnace and that he would like to turn the floor over to Ed Ensor to explain this matter. Ensor stated he had never looked at the bids for the heating and air conditioning, but he knows that the specs showed that the system would be placed in the roof for a horizontal furnace. WRONG  If you want to put it down stairs then they will have to add at least 8 foot of duct down and 8 foot of duct back and you are looking at about $200.00 or more in the cost. Wiewel asked if he forsees any problem in servicing the furnace. Ensor stated no, that it could easily be reached with a ladder. Ensor then explained about the ceilings. He stated that the ceiling is not 9 foot that the walls are 9 foot. With the 9 foot wall that, gives you the room to run the conduit on the back side of the wall out of site. If you don’t do it that way and you have an 8 foot wall then all your conduit will have to be mounted on top of the wall, and it will be an unsightly mess, unless you make the ceilings 7 foot with an 8 foot wall. Sherwood stated that they didn’t know if it would be an added expense to put an extra foot of dry wall. Ensor stated the sheets come 54” wide sheets, which makes it 9 foot. Ayers stated he didn’t know they came that wide. Ensor stated that they came that way for years and that it doesn’t cost anymore then the regular 4 foot sheets. Wiewel asked what is the difference between the steel and wood studs. Ensor stated steel studs are fire proof and whoever puts up the studs will need a chop saw, screw ,gun, and crimpers. Wiewel stated he talked to someone from Palmyra today and they stated the reason why Jet Star in Palmyra burned was because the inside was finished with wood. Ensor stated that if you use steel studs it should bring the Insurance down. Asst. City Clerk Gunsauls stated she called the insurance company to see if the insurance would be cheaper and they stated not unless it is made out of brick, but you can lower your insurance if you have a sprinkle system and a burglar alarm. Decision was held on putting insulation in the walls, Ensor stated that if you don’t put any in you are going to have a lot of heat lost and a lot of dust. If insulation was put in the ceiling, that would cut down on the dust. Ensor asked if they think they will get enough Volunteers to finish the inside. He stated he has been down that road before when the same few people show up to do the work. Ensor stated that he thinks this should be tabled until the concrete was done to see were they stand money wise, Martin stated that he doesn’t see why they need to make a decision tonight because the buildings aren’t going to be up until May, Ayers stated I thought this meeting was called tonight to make the decision about what we are going to do with the rest of the building Mayor Ludwig stated he doesn’t see why it can’t wait until the apron is down to make a decision. Lowe asked how many days would it take for the building to he put up. Ensor stated it would take up to eight days. Avers stated that we can’t be coming out here each week for a special meeting for the same thing, a decision needs to he made, Sherwood made a motion to do has much Volunteer work as possible, then look into hiring someone for the work they cannot do. Wiewel second the motion. Motion carried all six yes. Marlin made a motion to adjourn. Wiewel second the not on. Motion carried all six yes.
