Two items today. One is for all those 187 people who voted for that highly intelligent Mayor, and those who support those equally intelligent Councilmen. These people had the Street Commissioner go to the new site purchased from Mr. Childers and dig drainage trenches.

He did it. Using no survey equipment. Which way will the water run? No way. He backfilled the trench with the fill sand they tried to use for their ramp. Talk about dumb! Then for the City to try to turn water on a neighbor without asking is another dumb idea. Doesn't all this make those 187 people proud of THEIR Mayor? I'll bet they just croon when they see all the dumb things he does and see their neighbors listed as one those arrested in the Canton paper?

It is a wonder they didn't try to bury the asphalt they tried to hide behind the hill. By the way, has anyone seen Ralph (Pave my drive free) or Fred (no prayer here) buy anything in town? How about any of the City Council or Mayor? Well, one does a good job of supporting the businesses in town, but where are the others? What kind of Community Leaders are they?

Number two. On Page three of the Canton paper where they displayed the credentials of the investors of the gambling boat, they listed Mr. Grace as the Secretary of the Missouri Gaming Commission. I supposed this was done to make the public believe they have an inside track. I sent a copy of this blurb to the gaming commission. I also asked about the figures the gambling boat people stated in the paper. Here is the reply from the gaming commission.

These issues do get confusing and are often poorly covered by the press so I can understand your frustration. It is not correct that William M. Grace is the Secretary of the Gaming Commission. He is not and never has been a member or staff member of the Commission. The current Secretary is Lynne Nikolaissen from St. Louis.

The figures regarding projected investment seem a little off. I think the projected investment is a little higher. The projected gross receipts are consistent with what the applicant has told the Commission. However, please understand that gross receipts represents the gross revenue that a casino takes in before any expenses. In other words, it is the total amount of revenue taken in from the gambling games less the winnings paid to wagerers. This is not profit. The first deduction from this figure is the 20% tax, 10% of which goes to the local community, the remainder going to the state (thus making the tax 18% for the state and 2% for the local community). Then the licensee must pay $2 for each person attending each 2 hour gambling session. This fee is split equally between the state and the local community. Then the casino must pay for all the costs of its operation. This would include outstanding debt (similar to a person's mortgage -- the casino would typically borrow most of the cost of construction, in this case around $18 million and then it would have to pay down that debt). It also has to pay employee salaries and benefits, utility bills, marketing costs, food and beverage costs, local property taxes, sales taxes, supplies, outstanding debt on personal property (they usually borrow money to buy slot machines and gaming equipment) and other costs of running a business. If there is any money left at the end, that represents the casinos profits, upon which they must pay the applicable state and federal income tax like other businesses.

I think my previous answer explains why the LaGrange projections would not result in a $24 million profit. However, if the project does perform as the applicant is projecting, it should generate a reasonably good return on investment. With regard to admission fees, the projection seems reasonable. There were 924,300 admissions to the St. Joseph facility last fiscal year. The LaGrange market, which includes Hannibal, Quincy, IL and Keokuk, Iowa is expected to be at least as big as the St. Joseph market.

I hope this information has been helpful. If you provide me with your mailing address I can send you the Commission's recently released annual report which provides a lot of information about the issues you seem to be interested in.

I did not ask him about the contract with the City of La Grange where it states that the gambling boat has the option of giving the money to the City of La Grange, or to an Industrial Authority or to the LRO. So what that means that if the gambling boat is not favorable to a Mayor or a new City Council, it can just give the money to another entity and the Mayor and/or City will get nothing.

Even though I asked about Mr. Grace and the Gaming Commission, I did find out a lot more about Mr. Grace from other sources and I am not in awe at all.

There once was a little girl named Giny who ran down to the river bank and cried "The gambling boat is coming, The gambling boat is coming" and ALL the towns folk came running and ALL the news media came and pictures were taken and words were written and the towns folk ooed and awed. Then as the months went by the excitement died away.

THEN a little boy named Arold ran to the South end of town by the river and cried out "The gambling boat is coming, The gambling boat is coming" and some of the towns folk came running and the news media came and pictures were taken and words were written. Then two little boys named Red and Alph ran to the South end of town and cried "The gambling boat is coming, The gambling boat is coming" and a few of the towns folk came running and a few of the news media came and words were written. Then as the months went by the excitement died away.

Then Giny ran all around shouting "We have a license to build the gambling boat, it's a go, go, go". And the news media investigated and found no such thing and as months went by, it all died away.

Then Giny, Alph and Arold planed a dinner meeting and cried out "The gambling boat is coming, the gambling boat is coming" and only a few people who were paid to eat and those that were curious came to see but the news media heard the cry "wolf" to many times.

NOVEMBER 22, 1994

Remember that day? That was the day that Boomtown stated they decided NOT to put a boat in La Grange. BUT, that was also the day Mayor Ludwig made a small statement that someone else was interested in putting a boat in La Grange. On May the 8th, 1995 the City Council chose Dean Phillips over Catfish Bend. Ralph and Fred along with the rest of the council voted against a sure boat, voted against a sure $100,000 a year to the City and voted yes for a maybe boat, voted no to money being paid to the City of La Grange, but yes to their LRO. But, they didn't count on the gaming commission not being suckers like the people of La Grange. Now, here are the questions? How did a contract that takes months to draw up, like from November to May, and to decide on ALL the little details, get drawn up to sign in (7) days and signed? Why did these Councilmen and Mayor agree for the money to be paid to the LRO or IDA, instead of to the people of La Grange? What kind of a lawyer allowed that to happen?

The people of La Grange are being taken for a boat ride.

Pretty dull weekend. Nothing much happened. I thought that there was going to be a big splash about the Gambling boat at the Chamber Dinner. Word is there were a lot of empty seats. But, there has been nothing blasting from the tv news, nothing from the Quincy paper, nothing around town. But, I did hear the start date has again been moved back. Let's see, is that the 14th or 15th time? Is this boat EVER going to float?

There have been a lot of little indications. Talk. Meetings at the bank. Talk. A meeting or two at City Hall. Talk. A survey stake or two. Talk. A developer looking at hilltop property. Talk. More talk. But, so far, no boat. Well, maybe next year.

If you miss some of the gossip here, you should go to the Post Office. Especially in the afternoons around 2:30. It is a good thing that GTE doesn't charge by the minute for locals calls or our Post Office would be bankrupt.

Rumor has that Wayne Maples is teaching people how to pick apples. It wasn't too long ago that he was explaining the difference between a little white duck and a large white goose.

For years the City of La Grange and the Street Commissioner considered South 3rd street in front of the Shork residence a private street. In fact it wasn't too long ago Ms. Tasco was told that the street was considered by the City that it was a private street.

BUT LO AND BEHOLD. A son moved into the Shork residence and guess what? The private lane has been found to be a street after all and has been immediately paved. Can you imagine that?

Bouquets to the La Grange police officer who was seen Friday evening actually checking a door. WOW! Now all we need to do is to get this freak accident to be a nightly item on ALL businesses too. It sounds so much better than "radar trap".

rumor has it that someone is already getting ready to open the doors on a pawn shop.

CORRECTION:::::::: I was called today and was told by the family that I had the wrong person. it was not Janie Platz, but Cathy Combs. Every once in awhile I get wrong information or information wrong. But, this is after all THE GOSSIP PAGE. If and when I am told that the information is wrong, I change it. No problem. This isn't the first time.

The other day I mentioned about the ALL POINTS BULLETIN, where the police were looking for a car with an UNRESTRAINED child in it.

I have now been told that if you have an "unrestrained" child in your car and you are "arrested" for this crime, your name is forwarded to the "DFS" Division of Family Services, CHILD ABUSE department. It seems that you will be charged with the crime of child abuse if you allow a child to be in a vehicle without being restrained.

Which brings me to August 1989 when Wilma Garr "being a nurse" and "nurses are MANDATED BY LAW to report anything in their mind is a "possible" child abuse situation. In this case, several young girls were invited to her home to a bunking party. The girls viewed a movie called "Casual Sex". After the movie the girls were asked several questions. Answers from these casual questions prompted Wilma to call the Child Abuse Hotline and report that one little girl was raped by two little boys. It was a lie, but it cost the State of Missouri over $160,000.00 in their attempt to try to prove it. She was helped in her lie about the child abuse of this little girl by getting Cathy Combs, another mandated reporter to go along and make her false call to the child abuse hot line. Further help came from the Spindler family who promptly called DFS when they were asked questions by the father looking for his daughter that was stolen by DFS. Court documents are available to substantiate this.

So if you have a child, you should be very very careful as to what you say or do or what the child says or does around these people. THEY ARE MANDATED BY LAW TO REPORT YOU, if anything you or your child says or does looks like child abuse to them.

For those of you who are attending the Chamber of Commerce Dinner to hear about the gambling boat, here are some questions you might want asked. I'll try to ask as many as I can, but in case I am cut off, here are some you can ask.

1: The gaming commission states that the State of Missouri gets 10% of the (NET) profits. Of the 10%, the City of La Grange is supposed to get 10%. So that boils down to the City of La Grange will get 2% of the (NET) profits.

NET PROFIT: This is the amount that is left over after all the winnings are paid, all employees wages and benefits are paid, all loan payments are paid, all interest on loans are paid, all corporate executive and officers salaries and bonuses are paid, all executives and officers travel and entertainment expenses are paid, all business expenses are paid AND ALL INVESTORS ARE PAID. What is left is Net Profit.

2: The gaming commission sates that the State of Missouri makes the gambling boat pay $2.00 to the State for each boarding of each person. Of that $2.00, the City of La Grange is supposed to get 1/2 or $1.00.

3: Assuming 1000 people a day board this boat gamble every day of the year, there would be 365,000 people or at $1.00 per head $365.000 to the City of La Grange. This was supposed to be a sure thing.

Let's say there are a lot more people come during the Holidays and such and there are 500,000 people to make $500,000 to the City of La Grange.

Now, to get the $1 MILLION DOLLARS that Jenny Murphy keeps saying the City will get there will have to be $500,000 in (NET) profits that equal 2%.

If 2% will equal $500,000, then 100% should equal $25,000,000.00

So, based on Jenny Murphys statements, here is the skinny.

The gambling boat people are going to put in a gambling boat for $12 - $16 Million dollars, and are going to receive a net profit each year of over $20 MILLION DOLLARS.

BUT, the gambling boat people are bankers.

Find an old issue of the Press News Journal that shows the financial statement of the Farmers  & Merchants Bank.

Now, look all over that statement and find the words NET PROFIT. I couldn't find them.

Does that mean that if there is a NET LOSS, that the City will not even see the $1.00 boarding fee? Or will the City owe the gambling boat?

With open boarding, does that mean that there will not be a new boarding fee for every 2 hours of pretend cruising?

Will Mr. Suavage tell the dinner people that the City of La Grange will see more than $500,000 per year?
More than $250,000 per year? More than $100,000 per year? Will he guarantee it?

What does it mean in the contract 6.1.3 that the gambling can decide where to pay the money and how the City must spend the money?

Where is the $50,000 per year since 1996 that is stated and promised in the contract 6.1.4?

Will he guarantee the people of La Grange will see any money at all?

If the "PEOPLE" of which I mean the public of the City of La Grange do not see any money, is the gambling boat a good deal or not?

Think about it! Go back and read the contract.

If you and Joe Blow go into business together and Joe makes money and you don't, is that a good deal for you?

POLICE DEPARTMENT: If a person drives his car off the road behind the Driftwood cafe and he lives in the trailer park, is he arrested for dui? Dwi? Or not arrested at all.

If two cars come (close) to having an accident, why did the police and several firemen show up?

By now the Mayor, Councilmen, Police department and the Street Commissioner have to believe they are living in a fish bowl. With the number of people calling me or contacting me every day with all the things that are going on with the City, everybody must be watching. As one caller stated, they used to see stuff that was wrong, but they had no way to complain or make it public, now we have a voice.

Most callers are sick and tired of the way the Mayor and City Council are trashing our Charter and Ordinances. They are sick and tired of some employees being treated as teachers pets, while others are harassed. And the most startling thing I get is that almost all of these people are worried about the Gambling Boat. They see and hear about all the back stabbing and improper doings going on and are worried about how much worse will it be if the Gambling Boat gets here. The main worry is, that if there is so much corruption and lies going on now, then La Grange will see a lot worse later on.

Some even wonder what it would take to call an election to get a totally new Mayor and Council. Someone they can trust to do for the people instead of themselves. The sad part is these guys will be there two more years.

Friday nite police report. Rumor has it that the was an all points bulletin out for a car riding around town with a child that was not wearing a seat belt.

I guess I was falsely informed about a 2 or 3 page letter that was supposedly written by a Councilman and read at a council meeting. I was also told that this Councilmen wanted this letter printed in its entirety. I guess I was told wrong or the councilman got scared and is now afraid to get it printed. All he has to do is give me a copy.

For the foundry boys that eat out, there is a new binder with everything in the gossip page ready to read at the restaurant.

False alarm, cancel the reward. Rumor has it that the radiator cap was left off the fire water truck. So, just like little kids, they blamed a tampered. Or, was this done on purpose to get a new one. Rumor has it the fire chief has his eye on the special fund set up to purchase a new fire truck when needed. I guess he thinks that this fund will be his sugar daddy. Rural fire association people should take a close look. You may be broke before you know it.

Have you been wondering why the city hasn't been doing any more streets. It seems the Mayor and street commissioner has deemed several tons of asphalt unusable and have tried to hide it behind the shed north of the new property the city just purchased from Childers. Let's see now. First they try to make a ramp to get into and out of this property using loose fill sand that even the tractor can't get up and down and now they throw away good useable asphalt instead of putting it in potholes. I guess the Mayor doesn't think lumps of asphalt is good enough to put in a pothole or good enough to make a ramp. If there is this kind of waste with what little money the City has now, can you imagine what is going to happen with all that money from the boat.

Speaking of all that money???? Rumor has it, everyone is making their Christmas list. A Mayoral car. New police cars for ALL 10 officers. Maybe even a humvee. New fire trucks. New fire and rescue trucks. Talk of even our own ambulance. New trucks for all employees, well the office employees should get new city cars. Everybody will get to take a vehicle home with them. All volunteer firemen should get new vehicles to get to fires with, complete with all new lights and sirens. AND, the Street Commissioner is looking forward to the City hiring a contractor to do the streets so he won't even have to get out of his truck all day, well except to get coffee and donuts.

I see that the BUNS and BLADES has moved to a new location. Once a relative gets this zoning done, that won't happen again. And the new building codes that go along with this new zoning will take care of the rest of the family.

It is a good thing Don and Judy is getting their modular home in now.

Well folks, if nothing else, the City Council meetings are good for laughs. First off Greg Heindselman is in deep doo doo. Doesn't he know that the gambling boat people DO NOT want a sales tax to support the 911. Well, there goes any chance of any bank loan now.

The next part is sort of confusing. There is a $25,00 reward for a person tampering with fire department trucks. How did that happen with the doors locked and only firemen have keys? I guess they also found out that the foot to the floor only makes parts out of engines.

Did you notice how the Chamber thanked the City and the City thanked the Chamber and the Council thanked the Mayor and the Mayor thanked the Council for the great Appreciation day. That is mild compared to the thanks and plaques that will be handed out at the Chamber Dinner. $5.00 for a free meal for two or more is not a bad deal. Call now!

Can anyone figure out why the street and water employees have to have special shirts and the office employees don't? I think they need Tee's too with their name on them.

I see that the City clerk made another attempt to provide a financial statement of the city in the Canton paper. I guess she forgot about the outstanding loans again. I guess Ralph (pave my drive free) Martin and Fred (no prayer here) Wiewel don't want that known yet. I got some info on the 93 flood deal, but not enough to print yet. Stayed tuned.

I was informed today about an incident back in July regarding the police chief. It seems a prominent citizen was going to Jeff City and was about Holts Summit when the La Grange police car passed him like he was sitting still. He said he was even speeding when he was passed. He saw no red lights or heard any warnings when the car went past. I guess we were trying out those new high speed, hiway patrol issued, high priced tires on the police car. Nothing like a little drive around the State to do that. Darn those nosy people and their rumors.

Another person from out around route P was commenting on the high speed runs of the La Grange police car. I guess he is always in a hurry to get to Ramsey Jones. I wonder if the chiefs wife has seen all those letters the City attorney has. I am sure there are copies somewhere. And you people talk about poor old Paul.

Gambling boat again. It seems that when those drawings were made up and displayed everywhere, someone assumed that the mobile homes in the mobile home park were on their own property. It seems that the surveyors found that the State rightaway, is a lot wider than they thought. Oh well, the City Council will waive away another law and sell second street to the boat. Too bad for Johnny and Elaine. Oh, well, they can come down the back street to get to their house. Darn it, that first offer was a good one too.

Coming up next will be the definition of what a mandated reporter is, who are two, and what they can do to your life and your kids.

One last thing, I have been duly informed that there are only three police officers, counting the chief. So my previous figures are wrong and we need TWO more police officers. Now, if they continue to ride around two at a time, we might need FOUR more. But, be fully assured that when the BOAT gets here, we will need (scratch that), get, TEN.

There are several things I have been asked to bring up. The first is police protection. It seems that Sunday night or early Monday morning there was a person going to each of Caseys pumps and MFA gas pumps trying to get free gas. The person that saw this said they tried to get the police but couldn't. This happened after these businesses were closed. Let's see now, 4 officers, 40 hours, equals 160 hours. 7 days times 24 hours equals 168 hours. Yep, we do not have enough police officers, we definitely need more. We are 8 hours short. Or do we still have four officers?

What kind of a deal did Clark County Water make with the City? The person in charge who lives in La Grange, but never supports anything in town, won't say. I understand he and his wife openly supported the closing of our school. But, they won't say.

I heard that if you are a dear friend of the City clerk and your sewer is stopped up, she will immediately dispatch a city employee to unclog it for you at no charge, but if you are not a dear friend, hire someone.

I had mentioned before that the City Clerk, Police Chief, Street and Water Commissioners were paid for 44 hours a week and only have to work 40. It is supposed to stop overtime pay. I hear now that the City Clerk gets overtime pay too. Is this really true? Well, I guess it adds up to the same thing as another employee riding around and taking breaks all day and many many days off with pay. The others will have to make do, I guess.

Question? If you have a scraggily beard, does anything fall out of it in your ice cream?

Another person surmised that the fire department has cost the people of La Grange more money in the last two years than the previous Chief spent in 20 years. Is that close to being right?

Did I hear right? I heard that certain people are talking zoning and building codes. I guess that if you are planning to move in a mobile home or wanting to add on or build a garage or shed, you better get going. I hear that they plan to stop you and if they can't stop you, they plan to tax you for it. Or this could be just another rumor.

October 8, 1999 Has anyone noticed that the street commissioner doesn't have Sam Green working Mondays and Tuesdays. Now, since he doesn't have any help, he can't do anything but ride around for two days. Sam then gets to work Wednesdays, Thursdays, and Fridays. Guess what, the Street commissioner takes off work some Thursdays, like yesterday and most Fridays. "He has to use up his vacation time before he can take his vacation". Now, that leaves only Wednesday for him to have Sam to "help" to do any work. One whole day out of all week. And, he gets paid for a 44 hour week. Well, so does the Police Chief and the City Clerk and the water commissioner. At least the water commissioner can be justified, he does have to take care of the water and sewer plant 7 days a week. Will someone, anyone, explain to me why- the street commissioner gets paid for a 44 hour week when he only there 40 hours and actually "works" less than 20 hours, (and that is stretching it). Of course, the same goes for the Police Chief. What sane business person would pay any employee that way? Who in the world would pay an employee for 44 hours and "ask" him to work 40 hours, only to get less than 20 hours? YOUR MAYOR AND CITY COUNCIL. And 187 voters. And you guys working at the Foundry thought you had it so good. Keep on working guys and keep on paying.

Did you see the financial statement for the City of La Grange printed in the Press news Journal? Every other political subdivision prints their check registers right. La Grange prints a fictitious financial statement. Let me see anyone, print a financial statement for a bank like the City and get away with it. Nowhere was anything showing about all the borrowed money. Let me see there Mr. Banker, here is all the money I made, and here is where I spent it. Goodness, look at all my investments Mr. Banker. Oh, by the way, I didn't include my house loan, my car loan, my truck loan, and other debts. Well, as Ralph "pave my drive free" Martin stated on the news, "the Council has done all these wonders and haven't touched a dime of the Cites' investments." Hell no, they borrowed it all at the bank. Just how far in debt is the City, Mayor? Council? Ralph? Fred?

The people at Ramsy Jones want to thank all you voters for providing them with FREE police protection. They seem to get it pretty regularly. La Grange tax dollars at work. YOURS. You can send all your thanks to the Mayor, Ralph Martin, Fred Wiewel and your police chief.

Can you imagine taking a job as a police officer in La Grange. You know when you take the job it is a dead end job. There is no place for advancement, ever. Your pay is subject to six people who will make sure you do not make any more money than they do. They don't care that you don't do anything, "they don't either" but they do care about how much you make, and it won't be more than they make. And if the boat doesn't make, you are history.

Then your work day. First you go to Caseys and get coffee and donuts for the City Clerk. Then you drink coffee and try to think of something to talk about. Then it is out to patrol the town. You drive all over town to make sure no one stole any streets. Then you check to make sure the river is there. Then it is down to the City shed for awhile to kill time. All the time, you know you HAVE TO make an arrest somehow. You HAVE to make your wages. So you set up the speed trap to make the arrests needed. If you don't make enough arrests, there won't be any money to pay you with. Hopefully, someone from out of town will drive by too fast. You can only arrest the same people in town so many times. Then you go home with not enough money to pay your own bills. Tomorrow is another dead end day to a dead end job. If the gambling boat gets here, nothing will change, well, there will be ten of you working at a dead end job. You know for a fact that the police chief will NEVER quit his job. He can't, who will hire him? Where can he go? Nowhere.

A caller today said I was not being fair with Fred (no prayer) Wiewel and Ralph (pave my drive free) Martin. They said I should ask about what happened to all the money from the flood relief in 1993. They wanted me to ask why the Mayor got his first and the rest of the people got what was left. They wanted me to ask if the Mayor got several thousands of dollars grants that others didn't get. Then again, I did wonder what happened to the road money from the government that was supposed to go on the road down by the new well. I thought the money was supposed to be put where it was designated. But, I guess they just waived that part.

Here again, I still ask the question. Do you actually think or believe that the members of the gaming commission will vote to grant a license for a gambling boat to a City government knowing how corrupt it is?

I hear that Ralph (pave my drive with your money) Martin has been meeting with the Mayor eating ice cream. "What sunshine law"?

A new pizza place in town and a Councilman is seen at Pizza Hut in Canton. Well, so much for local support.

I guess the police officers got the word. They won't come into the new coffee shop while I am there. If I need to talk now, I have to go out late at night.

I am getting loaded up with emails, calls, and people catching me around town. There is too much for one day, so I will put up some every day.

I found out today the City Council is laying off Sammy Green. Now here is a guy that wants to work, will work, do whatever he is told, does not ride around in the truck all day, does not take off early, does not take 50 breaks a day at City Hall to talk. They already have him down to 24 hours a week. 24 hours Who can live on 24 hours with a mother in the nursing home? Good God, how can these guys live with themselves?

It is my opinion that the City Council is laying off the wrong one. They should lay off the one that rides around all day, takes 50 breaks a day, that takes off early, and is just plain ass lazy. But, the City Council and Mayor like him, he knows how to suck up to them to make them feel good. And, Lowe and Martin do the same thing to Ayers. I think it is about time someone contacted the wage and hour department and complain.

So far Ralph Martin and Fred (no prayer here) Wiewel have not printed any financial statement for Project Brighter Future. Where did all the money go to boys?

The surveyors are back. If those stakes show the dimensions of a gambling boat, sports bar, restaurant, and offices, there are going to be some small rooms.

The City corrected my tax statement.

The City has sent out tax bills today. Check yours very closely. I found that they added my car twice. I sent a fax for them to correct it. We'll see what happens.

The new restaurant, Wilma's, is getting a lot of play. I noticed that most of the bank employees are enjoying the new business.

Have you noticed the City Commissioner chipping away at the south wall of the boy scouts building. I guess the $12,000 price tag for a professional company to do it was too high. Several people have commented on the Council members. They say that the Mayor and Council members are kind of grumpy whenever they are asked questions about City business. I guess they have this nagging question running in the back of their heads about the legal problems coming down the road.

The City Clerk violated the City Charter again. The Charter doesn't say to print the proposed budget or past budget. She should read it again and do it right. Oh, I guess we'll just waive that part of the Charter like the other waives. Would someone drop me a note as to why she quit that time.
